[ARCHIVED] Chino Hires Silvia Avalos as Director of Community Services

CHINO, CA – Chino resident and former Community Services Manager Silvia Avalos has been appointed as Director of Community Services for the City of Chino. Silvia began working for the City as a Community Services Specialist in 1998. After working for the County of Los Angeles as a Social Worker in 1999, she returned to Chino as a Community Services Coordinator in 2000 and continued to move up through the ranks, becoming a Community Services Supervisor in 2001. In 2015, Silvia was promoted to Community Services Manager.  

 “Silvia has a positive attitude and boundless energy. She is a natural leader that appreciates the importance of training and mentorship to help employees flourish.  She has remained committed to her own professional growth and is expected to receive her Master’s in Public Administration at this end of this calendar year,“ said City Manager Linda Reich. 

Silvia was selected as the 2020 City of Chino Employee of the Year for demonstrating leadership when the pandemic hit by researching guidelines and finding ways to provide safe options for City employees and community members who needed services.  Silvia was also recognized for her outstanding work in the community.  In 2021, Assembly Member Freddie Rodriguez selected Silvia as the Woman of the Year for the 52nd Assembly District, nominating her for her work during the COVID-19 pandemic, feeding and assisting seniors that were isolated by coordinating the support of non-profits, churches, and businesses.   

“Silvia lives, works, and plays in Chino and truly understands what it means to give back to your community and job. The department will benefit from Silvia’s knowledge of our City and community. Her kids have gone to Chino schools and participated in programs here. As a City employee and resident, she is committed to Chino,” said Dr. Reich. Silvia will be leading a team of 43 full-time and 124 part-time team members located in numerous facilities throughout the City, including City Hall, Carolyn Owens Community Center, Ayala Park Operations Center, The Preserve Community Center, and other various facilities, parks, and schools throughout Chino. 

Avalos’ effective date as Director of Community Services is August 31, 2022. The City will be recruiting for a new Community Services Manager to fill the position she vacated.
